States which are developing are basically included in the arena of Global South. States like
Latin America, Africa, Asia and Oceania are the part of Global South. The concept of governance is not a new phenomenon. It is as old as human civilization. Governance means the process of decision making and the process by which the decisions are implemented. Governance involves both formal and informal actors which help in the implementation of the decisions. Government is one of the actors of the Governance. Governance to become good has some major characteristics. It should be participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the Rule of law.
Francis Fukuyama wrote extensively on good governance. He says that capacity and autonomy of the Government is the basic qualities of Good Governance. He noted that bureaucratic autonomy should be reduced in the low income countries and increased in the high income countries. Capacity in the sense includes both resources and the degree of professionalization of bureaucratic staff. The quality of governance is depending on the function of the interaction of capacity and autonomy. Finally, he has suggested that States need to be disaggregated into their component parts; both by function, region, and level of Government, and it needs both capacity and autonomy measures for these components. Good Governance leads to the overall development of the State. In this process many State have gone through different kinds of politics. In this paper, an attempt has been made to discuss about the relationship between governance, development and politics in global South States.
