After graduating in Physics from Ravenshaw College of Cuttack, Odisha in 1973, he joined the Indian Administrative Service (IAS) and subsequently did Masters in Development Economics from University of Wales (UK) in 1993. During his career he held many important positions both at the Centre as well as in Uttar Pradesh. As a Civil Servant, he left a rich legacy of good governance as a humane and most accessible bureaucrat who could speak truth to the powerful on behalf of the downtrodden. Despite his onerous responsibilities as a senior civil servant, he kept his interest alive in academics. He also served as the Vice-Chancellor of the University of Lucknow. With his deep interest in and significant contribution to promotion of folk culture, he was unanimously elected as the President, Ethnographic and Folk Culture Society in 2012. Mr. Pattanaik is a keen observer of societies in transition and has interest in tribal culture, democracy and development and human rights. He lives in Lucknow.
