Weaving the Future: A Critical understanding of The Swanirbhar Naari Scheme
Short Abstract
:
Weaving has been integral part of rural women's everyday life. It depicts the rich cultural heritage of Assam. Most of the women of rural areas of Assam have been involving in the weaving activities. Recently 'Gamocha' the traditional attire of Assam, that recently won GI tag and it implicitly and explicitly encourage the traditional weavers to do more work on it. Again Government of Assam in the year 2021 budget announced the scheme The Swanirbhar Naari Scheme to encourage the traditional weavers. This paper will study the critical perspective of the scheme. Meanwhile here an attempt has been made to understand the endangering local traditional designs that are ceased to exist in traditional attire in contemporary time under the broad concept of commodification.

:

Weaving has been integral part of rural women's everyday life. It depicts the rich cultural heritage of Assam. Most of the women of rural areas of Assam have been involving in the weaving activities. Recently 'Gamocha' the traditional attire of Assam,  won GI tag and it implicitly and explicitly encourage the traditional weavers to do more work on it. Again Directorate of Handloom & Textiles, Government of Assam in the year 2021 budget announced the scheme The Swanirbhar Naari Scheme to encourage the traditional weavers. This scheme tries to give space to the traditional women weaver to participate in the market without involvement of the middleperson.The procured items will be sold through showrooms of ARTFED and AGMC Limited in and outside of the State including existing e-marketing platforms. The weavers will be imparted quality training to upgrade their skills in Handloom Training Centres and Institutes. Majority of the weavers use traditional machinery. It is proposed to integrate modern technology to improve the pattern, quality and productivity. But the question comes about the practicality of such scheme. How much the rural women are aware about such government's initiative that has been tried to analysis through this paper. Again the scheme is not inclusive in nature, it targets those women who have atleast one handloom on own and also have bank acoount with core banking solution. Meanwhile the weavers' registration in the web portal of government is mandetory to avail such scheme.Here an attempt has been made to understand the endangering local traditional designs that are ceased to exist  in contemporary time .The study will conduct in the different sericulture villages of Kaziranga area of Assam. The study is based on qualitative research design, where lived experiences of traditional weavers will try to study through phenomenological lens.
