This research paper assesses the governance and developmental policies through analyzing the work of the district, sub-district officials, and village authority and how, they perform in the whole cycle of recurrent flood disaster management, within their existing frame of developmental policy (Preparedness- Mitigation- Relief- Recovery- Prevention). In this research paper, scholar tried to analyze how different actors of flood disaster management implement the policies on the ground at the local level. Scholar also tried to analyze whether being-followed policies are capable to measure the local topography, social fabric, and economic status of the community or not and whether the being-followed policies are local problem-solving oriented or not.
The fieldwork was conducted in the recurrent flood-affected marooned village Bhadila Awwal of Deoria District and the Bhadila Awwal village is surrounded by the meander of Rapti River. Research data was collected by emic approach, semi-participant observation, and interview through an interview guide, for the research paper writing content analysis of interviews of flood-affected populations and officials involved in flood disaster management have been done.
This Research paper aims to find a governance or developmental models that should be flexible enough to be changed according to local needs and requirements. A local problem-solving-oriented developmental model and which is advocated by the Bottom-up approach.
