Informality and Citizenship; the everyday life of D voters in Assam.
Short Abstract
:
Citizenship in Assam has been a very complicated issue since independence of India and partition of India and Pakistan:; this problem further worsened with the independence of Bangladesh. Citizenship in India has been mentioned in the Constitution of India after a heated discussion over the topic but, still the citizenship in Assam remains a problem whose solution is hard to find. Migration to Assam from the Bangladesh is the main problem. D voter issue in Assam has been creating a lot of problem for the people but, still they somehow manage to survive. This shows that the community posses some power. This study will thhrow some light on the life of Dvoters and try to find the gaps that exist in the citizenship regime of India especially Assam.
Long Abstract
:

Objectives of this study-1)is to shed some light on the everyday lives of Dvoters. 2) To acknowledge that a parallel regime exists in state.Methodology of this study- This study is based on an interview conducted with Dvoters in three districts of Assam i.e-Dhubri, Barpeta and Goalpara.This research will employ qualitative approaches to the study ofresearch.Assam shares International border with Bangladesh(533.3 km) and Bhutan whereas it also share border with other neighbouring states of Arunachal Pradesh, Mizoram, Nagaland and Tripura; this makes it imperative to study 'Informality and Citizenship in Assam'.It is considered as the gateway to the North East India. Assam has a history of migration. It is due to the continuous migration and several efforts by the central government that in the 1997 the election commission of India started marking D in front of the names of those persons who could not provide citizenship credentials. D voter or doubtful voter  is a person whose citizenship is under doubt. Many Bengali muslims  migrated to Assam under the colonial masters however,it is not a lie that it is the fifth or sixth generations of them and many Bengali Hindus migrated to Assam after the partition of India and Pakistan and also during the Independence of Bangladesh it is their fourth or fifth generation residing in Assam. When these poor people are living in India for centuries it is an absurd question to discriminate them on the basis of religion and put a question mark on their citizenship?;Brahmaputra witnesses flood every year: it devastates thousands of lives and also takes their possesions like documents, clothes, utensils , jewellery and everything. Documents in Assam are considered as sacred and holy; it is only through these long collected documents that they can prove their citizenship. It is important to find a solution to the problem.
