Impact of reservation on Pahari Ethnic community and the demand for ST reservation: A Study of Pahari Ethnic Community of Jammu and Kashmir
Short Abstract
:
The Pahari people, also known as the Pahari-ethnic community , are an ethnolinguistic ethnic group found in Jammu and Kashmir, India. There are two major categories to which they belong. In the first Linguistic Survey of India, G.A. Grierson categorised five primary Pahari languages as Western Pahari, which are spoken by the majority of the Pahari people. In Jammu and Kashmir, Poonch and Rajouri Districts in Jammu region and Baramulla and Kupwara Districts in Kashmir valley speaks Potwari-Pahari dialect although they call themselves 'Pahari ethnic community.' Ethnically Pahari’s are Indo-Aryan people who have traditionally lived in a certain mountain range of Jammu and Kashmir. The present paper focussed on who are Pahari’s, their reservation status in Union territory of Jammu and Kashmir and their demand for Scheduled Tribe. The paper has specially focused on Impact of Pahari Status in Union territory of Jammu and Kashmir and their demand for ST Status .
Long Abstract
:

The Pahari ethnic community is the fourth largest community of Jammu and Kashmir. Paharis include pahari speaking people of Rajouri and poonch in Jammu region and  Kupwara and Baraamula in Kashmir region. Paharis got 4 percent reservation in education in jobs in 2020. Paharis  demand scheduled tribe status  since 1989. The other tribes such as Gujjars, Bakerwals, Gaddis and sippis and others show resistance to Government move to include paharis in scheduled tribe status. They argue that these people come from high castes such as Brahmins, Rajputs, syeds and etc. Both the tribals and paharis argue that their growth and development is based on scheduled tribe status. The tribals argue the if paharis get scheduled tribe status then it will further deteriorate thier conditions. In contrast to it Paharis argue that they are educational, economically and politically backward section of society and demand scheduled tribe status. They argue that they live in similar areas where other tribals live, practice transhumance, have common culture.  In short in this paper we explored who are paharis, the impact of reservation on paharis and their demand for scheduled tribe  status.
